新加坡365JT交通白皮书摘要 Sustainable Development As A Strategic Objective The Land Transport Authority (LTA) recognises the social, environmental and economic principles of sustainable development as a strategic objective. In its 1996 White Paper “A World Class Land Transport System”, the Authority had already set out its vision to have a transport system that “meets the needs and demands of a dynamic growing city with a population that will increasingly expect high standards in service and infrastructure.” The White Paper also stated that the overall system “must provide high quality service, is convenient, accessible, comfortable, safe, speedy and affordable to the majority of Singaporeans.” The cornerstone of LTA’s land transport strategy is providing an attractive public transport system. Measures to manage demand for private transport through ownership and usage restraint are also used to ensure sustainable mobility into the long term. LTA also believes that transport planning should be integrated with land use planning for a sustainable outcome, and hence works with planning agencies to develop integrated land use and transport plans. We are also committed to keeping our roads safe and the air clean. We do this by working with agencies such as the Ministry of the Environment and Water Resources (MEWR) and the Traffic Police on regular reviews of vehicle standards, public education and enforcement programmes. Reporting Systems For The Implementation Of Sustainable Development Principles Economic and Social The White Paper’s financing framework is based on the principles that fares have to be realistic and revised periodically to account for justifiable cost increases, operating costs must be recovered, and that we need a sustainable policy on asset replacement. In order to achieve the above outcome, it was determined that operating revenue for public transport operators had to cover operating costs and provide adequate returns for operators so that the latter can afford to reinvest in the system to maintain acceptable service level. Increases in public transport fares are scrutinised by the Public Transport Council which has to balance between 2 the need to ensure that fares remain affordable to the public and operations are commercially viable in the long term. Rail infrastructure projects are implemented only if they are considered viable in terms of financing, ridership as well as realistic and affordable fares. This ensures that our land transport system remains economically and socially sustainable. Environment LTA has adopted a corporate Environmental Policy Statement which commits to protecting the environment. LTA also incorporates environmental protection in our strategic decisions and conduct our business in a manner that balances environmental and economic needs of the communities in which we operate. The growth in car population and the level of traffic congestion in Singapore are therefore carefully managed with a combination of ownership and usage restraint measures. LTA ensures that all vehicles in Singapore comply with rules, regulations and technical requirements to ensure that these are built to acceptable international standards and are safe for use on the roads. LTA also enforces exhaust emission standards for all vehicles by requiring regular inspections. Rebates are given to encourage the use of green vehicles by narrowing the cost difference between such vehicles and conventional vehicles. Tax incentives were also granted for the registration of diesel vehicles compliant with Euro IV emission standards between 1 June 2004 and 30 September 2006. |
